State Sanitary Inspection is subordinate to the Minister of Health according to the Act on 14 March 1985 on State Sanitary Inspection. It is charged by the Chief Sanitary Inspector which is the central body of the government administration. His tasks are performed with the help of the Chief Sanitary Inspectorate, the central office of government administration, whose organization is defined by the statute. Minister of Health is responsible for issuing the relevant regulation with the statute.
Chief Sanitary Inspector is appointed by the Prime Minister from among the persons selected through an open competition, at the request of the minister responsible for health matters. The selection process has been defined in the Act on State Sanitary Inspection. The position of Chief Sanitary Inspector can deal with a person who has fulfilled the following conditions:
· is a MD and specialize in the field of medicine that applies in the tasks of the State Sanitary Inspection;
· is a Polish citizen;
· enjoy full civil rights;
· has not been convicted of an intentional crime or an intentional tax crime;
· has the managerial competence;
· has at least 6 years of professional experience, including at least 3 years work experience in a managerial position;
· has knowledge of matters within the jurisdiction of the State Sanitary Inspection.
Chief Sanitary Inspector agree overall operation of the State Sanitary Inspection and coordinates and supervises the activities of these bodies. It also manages the system for the exchange of information under the information exchange systems in accordance with Regulation of the Minister of Health on 17 October 2014. On the systems of exchange of information in relation to the tasks of the State Sanitary Inspection. Chief Sanitary Inspector may, in case of public health threats, commands other competent bodies of State Sanitary Inspection to take certain preventive or control actions and request information in this regard. The issuance of such an order the Chief Sanitary Inspector shall notify the competent voivode or starosta.
Deputies Chief Sanitary Inspector shall be appointed from among persons selected through an open and competitive recruitment by the minister responsible for health matters, at the request of the Chief Sanitary Inspector. The minister responsible for health matters, at the request of the Chief Sanitary Inspector, dismiss his deputies.
